E051-06, “HAVING clause” is a mandatory feature in ISO/IEC 9075-2:2023. It was required in ANSI X3.135-1989 already. Even the requirement that having effectively implies group by () was in the 1989 standard (ANSI X3.135-1989 §5.23 GR 1).
